Siebel Multi-tab And Browser Script Issue (Doc ID 2790060.1)

Multi_Tab feature not allowing as per the configuration provided in profile.

Example :- Number of Multi_Tabs configured as 4 but it is allowing only 2 or 3 tabs.

The issue can be reproduced at will with the following steps:
1. Enable Multi_tab feature, set it to 3

2. Open Siebel Tools and add a browser script on Contact List Applet > Applet_Load

3. Login into the application and navigate to Contacts > All Contacts

4. When the browser script is invoked another cookie is generated that doesn't have tid= at the end.

5. At this point we can only open one more tab, one is "consumed" by the browser script.
