Applet Layout Is Changing When Resizing A Text Area Control

Symptoms
The applet layout is affected by adding a gap in the layout when changing the size of a text area field.
The issue can be reproduced at will with the following steps:
1. Go to Service Request view.
2. Resize the Summary control.
3. All controls are rearranged with a bigger gap between them.
