When performing a fresh Siebel Installation, the is missing.

Based on the installation log files on a Siebel 18.12 installation, the following lines are missing when comparing to a Siebel 21.5 installation:

The file is present if Siebel is installed as Migration Installation on top of IP17.

The issue can be reproduced at will with the following steps:

  1. Perform a fresh installation of Siebel 21.5:
  2. Validate the installation by checking the logs.
  3. Verify the existance of the file.
