Symptoms
A Siebel SES 21.4 update is being installed on top of a 19.4 SES machine, but no Database Parameters screen is available.
The Postinstalldbsetup database parameters screen should be displayed while updating Siebel SES to 21.4.
STEPS

The issue can be reproduced at will with the following steps:
1. Start SES 21.4 installation on top of the Siebel IP19.4
2. Provide the SES home, click next and no database parameters screen will be available
