CTD Is Not Starting Due To Error "Connection or outbound has closed" (Doc ID 2794646.1)

Symptoms

CTD Service is not starting and the following error is seen in the ctd log:


The issue can be reproduced at will with the following steps:

  1. In Windows Service locate CTD service
  2. Start it.

Changes

server management team may have updated IIS Security policies

- the following updates were installed:

5003781 Security and Quality Rollup for .NET Framework 4.8 - Windows Server 2012 R2 - .Net Framework 4.8 - KB5003545 (x64)

MS21-JUN Security Monthly Quality Rollup - Monthly Rollup - Windows Server 2012 R2 - KB5003671 (x64)
