CTD Is Not Starting Due To Error "Connection or outbound has closed"

Symptoms
CTD Service is not starting and the following error is seen in the ctd log:
The issue can be reproduced at will with the following steps:
- In Windows Service locate CTD service
- Start it.
Changes
- server management team may have updated IIS Security policies
- the following updates were installed:
5003781 Security and Quality Rollup for .NET Framework 4.8 - Windows Server 2012 R2 - .Net Framework 4.8 - KB5003545 (x64)
MS21-JUN Security Monthly Quality Rollup - Monthly Rollup - Windows Server 2012 R2 - KB5003671 (x64)
