PostInstallDB Utility to 21.7 Fails with ORA-01652

Symptoms
After performing patching from Siebel 18.7 to 21.7 Siebel PostInstallDB is finished with the error.
To replicate the issue perform the following step:
1. Install Siebel 21.7 on top of 18.7.
2. Invoke PostInstallDB setup.exe.
3. PostInstallDBstup failed with error:
[tp][ODBC Oracle driver][Oracle]ORA-12801: error signaled in parallel query server P003.
ORA-01652: unable to extend temp segment by 128 in tablespace SBLINDX.
Changes
The issue was triggered by updating Siebel from version 18.7 to 21.7.
