Siebel BI Publisher Reports Upload/Execution Failing With Error " Connection timed out (Connection timed out)" (Doc ID 2803462.1)

Establish Siebel and BIP Integration

Test Reports upload and execution

Suddenly in working environment, reports upload Or execution failing with error

Error Message
BI Publisher engine failed to generate report.(SBL-RPT-50524))

XMLP Log has below specific error 

SBL-EAI-04308: Operation 'isReportExist' of Web Service 'http://xmlns.xxxx/oxp/service/v11/PublicReportService.PublicReportServiceService' at port 'PublicReportService_v11' failed with the following explanation: "java.lang.RuntimeException: Connection timed out (Connection timed out)"

Further tests revealed that, customer not able to login to BIP with Siebel Security credentials, and hence reports upload and execution failing at BIP authentication level.

When 'SiebelWebserviceendpointaddres' defined under Siebel Security model in BIP is tested in SOAPUI following the steps mentioned in KM ""How To Test The Siebel WebService EndPoint Address Defined Under Siebel Security Model In BIP Using SOAPUI Tool? (253389.1)", results are positive, getting expected result. Which means, only the request from BIP server is not able to reach to Siebel.
