Error "SBL-DBC-00104" Received When Exporting/Importing Objects In 21.X Tools (Doc ID 2804285.1)

Symptoms

Unable to Import or Export Archives in Siebel 21 Tools.
Below errors are received:


The issue can be reproduced at will with the following steps:
1. Open Siebel Tools
2. Select any Applet > Go to Tools > Export to Archive
3. Error is received at UI level, and in "siebdev.log" file: Error retrieving next record from the database. (SBL-DBC-00104)

The same is happening when trying to import a SIF in an Editable Workspace.
