Workflow Process Manager Hangs/Freeze Intermittently And Only Way to Recover Is Kill the Hanging Process

After Upgrade from Siebel IP 2013 PatchSet 17 to Siebel CRM 20.8 on AIX platform users are observing WfProcMgr component hanging on Production sporadically.
To recover the administrator need to restart the WfProcMgr component several times during the day when the hang is observed. This cause a lot of Jobs in Queued status for component WfProcmgr, several hundreds of tasks.
For example the following can be observed during one incident:
A) There are 8 tasks Running for quite some time
