Enterprise Deployment Failure - lacking access rights to the Siebel Server Service Owner Account (Doc ID 2813305.1)

When trying to deploy Siebel Enterprise Configuration in SMC, it fails immediately with a red dot.

The issue can be reproduced at will with the following steps:
1. Deploy Siebel 20.8
2. Login to SMC
3. Configure gateway
4. Configure Enterprise - deployment fails

The following is the error encountered in the $SIEBEL_ROOT\ses\applicationcontainer\cloudagent.log file:
