Unable To See The Cube Workspace Icon In Siebel Financial Services Web Client

Symptoms
Siebel Development environment was successfully upgraded from version IP15.18 to 21.6.
The workspace icon (a cube) can be seen while using Siebel Web Tools, but not in Siebel Financial Services Web Client.
The issue can be reproduced at will with the following steps:
1. Install Siebel 21.6, all modules including Siebel Tools and Siebel Web Client (see instructions in Siebel bookshelf 21.6 > Siebel Installation Guide 21.6).
2. Run Siebel IRM (upgrade) from IP15.8 to 21.6 (see instructions in Siebel bookshelf 21.6 > Siebel Database Upgrade Guide > Chapter 13 Incremental Repository Merge)
3. Run Start > Client Home> Siebel Financial Services or start it from a shortcut created: The Cube is not present on top of the screen.
Changes
Siebel Applications were upgraded to version 21.6 (new 21.6 binaries installed and Siebel database successfully upgraded).
