Registry Creation Fails With "Unable to create Registry with the information provided" (Doc ID 2824368.1)

On : 17.0 [IP2017] version, Installation

When attempting to create the registry, the following error occurs: 

The issue can be reproduced at will with the following steps:
01. Install SES
02. Install AI
03. Start the services
04. Login to SMC
05. Enter the Gateway url
06. Click Submit
07. Enter the database details.
08. Click Submit.
09. Complete the registry details.
10. The error is observed.
