Siebel Migration Is Stuck At Import Of Runtime Repository Data Service step due to crash of repimexp

Symptoms
Unable to import full runtime repository from Development to target environment (Runtime Repository).
Migration schema service executes successfully, but Migration Runtime Repository Data Service starts by executing "Import" step. This should execute the repimexp back-end tool.
repimexp log is created without details. However the Migration assumes repimexp is running in background and continues to execute a periodic "GetStatus" forever.
What actually happen is that repimexp fails to run. Even the manual execution of repimexp is failing, as below:
