Delivery of Imported Symbolic Strings, After Running LMU utility, Gives Error SBL-DAT-00381

Symptoms
After Import of objects using LMU(Language Management Utility) is successful,delivery of imported symbolic strings fails with the below error on Multi Lang environment as observed in UI and siebdev log file
Unable to load message 0xc0000374()
Following errors were observed in log file
GenericLog GenericError 1 00000005618312d0:0 2021-11-04 21:14:47 Setting up and Writing ... Bitmap Category
ObjMgrBusCompLog Error 1 00000007618312d0:0 (oracon.cpp (5001)) SBL-DBC-00111: An error has occurred writing to a record.
Please continue or ask your systems administrator to check your application configuration if the problem persists.
ObjMgrBusCompLog Error 1 00000007618312d0:0 (oracon.cpp (1243)) SBL-DAT-00381: A record that contains identical values to the record you have created already exists.
Following errors were observed in log file

Steps to Reproduce
1.Go to Workspace where LMU import (Siebel Tools > Utilities > Locale Management) was successful
2.Deliver the objects
3.Above error is observed
