Random Port Numbers Being Allocated To Desktop Integration Siebel Agent(DISA) "ERR_CONNECTION_REFUSED" (Doc ID 2849568.1)

Symptoms

When launching Desktop Integration Siebel Agent(DISA), for Inline Editing functionality, the edit button was grayed out and not working as expected. Some user's workstations are working fine and some other workstations are failing. The following error message was captured in the Browser Console:

DISA("javaw.exe") Process was running and it was confirmed that the default port number(18443) was set on the "config.properties" file. When checking the DISA("javaw.exe") Process ID using the following command(netstat -ano | find "9996"), it clearly shows that the default port number(18443) was getting ignored and a different port number(20003) was being allocated as shown in the screenshot below:
