SBL-EAI-04224 Error When Starting Siebel Tools (Doc ID 2850554.1)

Symptoms

When trying to start Siebel Tools, the siebdev.log file reports the following error:

ObjMgrLog Error 1 00000002620c6538:0 2022-02-15 14:01:29 (filetransport.cpp (507)) SBL-EAI-04224: Unable to open file 'baseline.xml'

ObjMgrBusServiceLog InvokeMethod 4 00000002620c6538:0 2022-02-15 14:01:29 Business Service 'EAI File Transport' invoke method 'Receive' Execute Time: 20.013 seconds.

But baseline.xml file exists under <Siebel Tools>\bin folder.
