Siebel Gateway Installation Fails With Error GrantUserAPrivilege failed - The user name provided cannot be used as a service account. Logon As Service privilege is required. (Doc ID 2854003.1)

Siebel CRM - Version 17.0 [IP2017] and later
Microsoft Windows x64 (64-bit)

Symptoms

When attempting to install Gateway Service it is failing due to missing required privilege for the service owner account as per the error message.
The service owner account is part of the admin group and is part of a Windows Domain has the 'Logon As Service' privilege set in the Windows Local Policies > User Rights Assignment.

The user name provided cannot be used as a service account. Logon As Service privilege is required.

In the sw_cfg_util.log located under gtwysrvr\log directory the following errors can be found:

GenericLog GenericError 1 0 2022-02-08 08:42:27 LookupPrivilegeValue failed with error code 1313.
GenericLog GenericError 1 0 2022-02-08 08:42:31 OpenPolicy failed with error code 5.
GenericLog GenericError 1 0 2022-02-08 08:42:31 GrantUserAPrivilege failed!

STEPS
1. Try to install Gateway Service
2. It fails with the above mentioned error that is returned on the screen

New re-installation of 7.8.2 Gateway Server
