Error "Duplicate item found earlier and there could be data discrepancy issue" In AOM Log While Starting Siebel Server (Doc ID 2862066.1)

Siebel CRM - Version 22.1 and later

Symptoms

When starting the Siebel Server the following error occurs in the logs

ERROR
-----------------------
Duplicate item found earlier and there could be data discrepancy issue



The issue could be reproduced with the below steps.
1. Current version 21.2 patchset

2. Stopped Siebel services ( enterprise/tomcats and gateway )

3. Applied 22.1 Patchset on top of 21.2 Siebel CRM

4. Post finishing the patchset installation, the services were  started

5. Observed below error message in Public Sector Object manager log files
