Siebel Cloud Manager (SCM) Lift Utility Execution Fails During SMC Introspection With "ERROR - SMC introspection is failed." Error (Doc ID 2862184.1)

When attempting to create deployment kits for Siebel Management Console (SMC) using the Siebel Lift Utility created by Siebel Cloud Manager (SCM), the introspection fails and the the following error occurs in the siebel_lift_utility*.log:

2022-04-04 11:18:03,769 - __main__ - INFO - SMC introspection is in progress. Please wait.....
2022-04-04 11:18:03,770 - __main__ - INFO - Executing command :: [python hostname httpsport siebel username password]
2022-04-04 11:18:04,267 - __main__ - ERROR - SMC introspection is failed. (None, None, None)
2022-04-04 11:18:04,268 - __main__ - ERROR - None
2022-04-04 11:18:04,268 - __main__ - INFO - Lift Execution Completed.

The issue can be reproduced at will with the following steps:
1. Deploy Siebel Cloud Manager (SCM) using OCI Marketplace
2. Use the Siebel Lift Utility from SCM deployment and then try to create deployment kits to upload to OCI
3. Check to see if the SMC artifacts deployment kit is successfully created
