Errors "SBL-DAT-00523" And "SBL-DAT-60300" Received While Delivering Workspace With Small Change (Doc ID 2863235.1)

Symptoms

Error "SBL-DAT-60300: Deliver Workspace Failed. Refer to log for more information" received while delivering a workspace to MAIN.

The issue can be reproduced at will with the following steps:
 1. Open Siebel Tools
 2. Select workspace which needs to be delivered
 3. Deliver it to MAIN: error SBL-DAT-60300 is received

Upon checking the WS_DELIVER logs, the following is seen:

For standard, the SQL returns:

Upgrade from pre-workspace version to a workspace-enabled version.

Make a small change to a control in an Applet coming from that pre-workspace version.
