Delivering Dev To Int Workspace And Subsequent Rebase After PostInstallDBSetup and Repository Upgrade Take Too Long (Doc ID 2864400.1)

Symptoms

After performing PostInstallDbSetup and Repository Upgrade, dev workspace is manually delivered to int workspace.

Delivering dev to int workspace triggers a Rebase request which takes too long when fetching sql cursors:


The issue can be reproduced at will with the following steps:
1. Perform successful PostInstallDBSetup and Repository Upgrade from 20.8 to 22.3
2. Manually deliver the dev_sadmin_siebel_22_3 workspace to int_siebel_update.
3. The triggered Rebase execution takes too long.
