Symptoms

When attempting to run the Repository Upgrade utility in 22.1 the following error occurs in the command line:

The issue can be reproduce at will with the following steps:

1. Perform an update installation from Siebel 20.9 to 22.1.
2. Execute the PostInstallDB utility.
3. Perform the Repository Upgrade utility.
