Siebel Server Deployment Fails on Cloud Environment Installation - Srvredit Exited with error 65535 (Doc ID 2865188.1)

When attempting to deploy a second application server profile it consistently fails, but the same profile worked fine on the first application server.
According to the log file found under cfgtoollogs\cfg directory on the second application server host the last executed step is:

FINER: configUtil runProgram Executing Command: C:\Windows\SysWOW64\cmd.exe /C D:\siebel21\siebsrvr\bin\srvredit -g SiebelGatewayLogicalHostName:TLS_PortNumber  -e ENT_DEV -s siebsrvr_d2 -u SADMIN -p *************** -a  -r $Server.Primarylang=enu
Apr 06, 2022 2:34:10 PM oracle.siebel.configurator.utility.ConfigUtility runProgram
Exited with error 65535

The installation is being executed on a Cloud environment.

For testing purposes, when the above srvredit command is manually executed the following call stack is found in the siebel.log file that is generated under siebsrvr\log directory:

The issue can be reproduced at will at the customer's environment with the following steps:
1. Login to SMC
2. Try to deploy a new Siebel Server profile on a new host where the binaries were installed and the respective Application Container is listening
3. It fails with the above error
