Symptoms
When attempting to run the Repository Upgrade utility in 22.2 the following error occurs in the command line:
The issue can be reproduced at will with the following steps:
1. Perform an update installation from Siebel 20.5 to 22.2.
2. Execute the PostInstallDBSetup utility.
3. Perform the Repository Upgrade utility.
