SBL-BPR-00527 Error When Trying To Pause Task UI After Applying 22.4

Symptoms
By clicking Pause button, Task UI can be paused. It was working fine in Siebel CRM 20.8. But after applying Siebel CRM 22.4 update, the functionality stops working with the following error:
An error has occurred while pausing the current task.(SBL-BPR-00527)
The object manager log file shows the following error:
SQLParseAndExecute Execute 5 0000a64262792d44:0 2022-05-11 20:02:36 OCIStmtExecute: DML error or affected 0 rows
ObjMgrBusCompLog Error 1 0000a64262792d44:0 2022-05-11 20:02:36 (oracon.cpp (5028)) SBL-DBC-00111: An error has occurred writing to a record.
Please continue or ask your systems administrator to check your application configuration if the problem persists.
SQLParseAndExecute Execute 5 0000a64262792d44:0 2022-05-11 20:02:36 ORA-01502: index 'SIEBEL.S_WFA_INST_PROP_P1' or partition of such index is in unusable state

This issue can be reproduced by following steps below:
- In Siebel CRM 20.8 environment, run a Task UI and then pause it.
- Apply Siebel CRM 22.4 update.
- In Siebel CRM 22.4 environment, run any other Task UI and then pause it.
Changes
Siebel CRM 22.4 update was applied.
