Siebel Upgrade Is Getting Stopped In step, "Upgrade Data After Seed Import" (Doc ID 2879103.1)

Symptoms

While running Siebel upgrade from version 8.1.* to version 22.3  the following error is returned in "upgwiz" log file:

Upgrade process is getting stuck at "Siebel Upgrade Wizard - upgrep_dev" process returning the mentioned error into "upgwiz" log file.

Changes

Siebel version is getting upgraded from version 8.1.* to version 22.3.
