After Enabling UPT, WfProcBatchMgr Crashing When the Siebel Services are Restarted (Doc ID 2883897.1)

Symptoms

After enabling UPT it was noticed that WfProcBatchMgr component crashing when the services are down on the server where WfProcBatchMgr component is up and running.

The issue cannot be reproduced with specific steps.

1. Enable UPT as per  (Doc ID 2259206.1)

2. Stop the Siebel services where WfProcBatchMgr component is up and running 

3. Notice is there any crash on WfProcBatchMgr component with below callstack
