After Enabling UPT, WfProcBatchMgr Crashing When the Siebel Services are Restarted (Doc ID 2883897.1)

Symptoms

After enabling UPT it was noticed that WfProcBatchMgr component crashing when the Siebel services are down on the server where WfProcBatchMgr component is up and running.

There is no evidence of UPT data being corrupted after the crash happens.

The issue can be reproduced with specific steps.

1. Enable UPT as per  (Doc ID 2259206.1)

2. Create Batch job on WfProcBatchMgr to monitor UPT for every hour

3. Stop the Siebel services where WfProcBatchMgr component is up and running 

4. All the components should be shutdown without any crash

5. But it was noticed that there is a crash on WfProcBatchMgr component with below callstack:
