Siebel ERM Application Fails To Load with Error "SBL-DAT-00144: Could not find 'Application' named 'Siebel ERM'" (Doc ID 2884068.1)

Symptoms

After enabling ERM Object Manager and checking it is in Online state the SBL-DAT-00144 error is found.

Steps to Reproduce:

1. Enabled component for ERM: <ERM COMP name>
2. Deployed application for ERM from AI profile
3. While accessing the application, getting server busy error

Due to the above error user's cannot access the ERM application.
