Symptoms

Siebel Cloud Manager Lift Utility fails on generating DB Artifacts. It does create all the dump files except the yaml file and it errors with this:


The issue can be reproduced at will with the following steps:
1. Running lift utility to create DB artifacts
2. Fail after creating all database dump files
