On : 21.12 version, Upgrade

When attempting to perform non-development upgrade on a Siebel environment with 26 language, an error occurs.

Error can be seen in upgwiz.log:

The issue can be reproduced at will with the following steps ( As per Bookshelf instructions)

1. Perform Dev upgrade
2. Re-generate schema.ddl and custrep.dat
3. Perform test upgrade
4. An error occurs.

Upgrade from 15.5 Siebel to 21.12 for an environment where 26 languages are installed.
