TheApplication().TriggerUPTEvent(Inputs) Call Has No Effect If UPTServerScript Event Is Not Created

In order to track which new records (Activity, Account, Opportunity etc) have been created by the users using Siebel UPT (Usage Pattern Tracking), UPT was set as per KM document "Configuring Usage Pattern Tracking (UPT) (Doc ID 2259206.1)"
Then scripting approach was tried to catch row id of the new created records similar as it is described in KM document: TriggerUPTEvent Not Settings Event Source And Sub Name (Doc ID 2423093.1)
However TheApplication().TriggerUPTEvent(Inputs) call had no effect and expected record was not created in Administration Application -> Usage Pattern Tracking applet, even if no error occurred during script execution.
