EAI Tasks Still Running After command: Pause Component EAIObjMgr_enu (Doc ID 2905364.1)

Symptoms

When custom component EAIADObjMgr_enu is paused on all servers, some servers still have active tasks 10 hours later.

Paused components should not accept new log ins.

The issue can be reproduced at will with the following steps:
1. Pause the component from server manager command line with ; Pause component
2. Wait for 10 hours
3. list comp EAI% show SV_NAME,CP_DISP_RUN_STATE,CP_NUM_RUN_TASKS
and notice that even though the component is paused, there are still running tasks

e.g:

 This may force administrators to kill the component and force some users out to perform maintenance as there is no way to gracefully stop acccepting requests on a paused EAIObjMgr component.
