Symptoms

Migration application intermittently fails with the error below. The step to encounter this error is random.

The issue can be reproduced intermittently with the following steps:
1. This is Siebel Server environment running on Windows server.
2. Migration application is executed.
3. Sometimes it finishes successfully, but many times it immediately fails with error above.
