Steps To Reproduce

The issue can be reproduced at will with the following steps:
1. Populate data in EIM_LST_OF_VAL table

2. use the default LOV.ifb file

3. Execute the EIM job from server manager command or from UI

4. Parent LIC values not displayed in UI
