Siebel Server Handshake Failed and Siebel Components Crashing While Starting Siebel Server in RR environment post Prod/Test upgrade from IP15 to 22.7 (Doc ID 2909169.1)

Symptoms

On : 22.7 version, Upgrade

After performing upgrade from IP15 to 22.7 in RR environment, Siebel Server is not coming up and it's in "Handshake Failed" state, and several Siebel server components are in "Not Online" state.

ERROR

Upon verifying WfProcmgr and other components in "Not online" logs, below errors have been found.

STEPS

The issue can be reproduced at will with the following steps:
1. Upgrade a test/production environment from IP15 to 22.7
2. Complete all configuration and post upgrade activities.
3. Start the Siebel Server and check whether it is up and running.
