Siebel Database Upgrade Connected to DB2 LUW Is Interrupted With Error SQL30082N Security processing failed with reason "24" ("USERNAME AND/OR PASSWORD INVALID") (Doc ID 2910201.1)

Symptoms

When attempting to run a Siebel Database Upgrade (IRM) from IP15 to 21.1 connected to a DB2 LUW RDBMS, 
the following error is displayed in <siebel-root>/siebsrvr/log/upgrep_prod_150/output/EnableWorkspace_*/test_login.out file:

ODBC error 08001 in SQLConnect:
[IBM][CLI Driver] SQL30082N Security processing failed with reason "24" ("USERNAME AND/OR PASSWORD INVALID"). SQLSTATE=08001
(native error -30082).
Unable to login using specified ODBC parameters.


Steps to reproduce:

1. Run an existing master_upgrep_prod_150.ucf file from command line: 

 1.1. Go to the Siebel server <siebel-root>\siebsrvr\bin folder.

 1.2. In Unix, run : srvrupgwiz /m master_upgrep_prod_150.ucf.
