Symptoms

When attempting to upload siebel report template, the following error occurs.

From XMLPReportServer logs under $SIEBEL_ROOT/siebsrvr/log (WINDOWS) or $SIEBEL_ROOT/siebsrvr/enterprises/enterprisename/siebelservername/log (UNIX) directory:


The issue can be reproduced at will with the following steps:
1. Migrate Siebel from On-premises to OCI using Siebel Cloud Manager (SCM)
2. Login to Siebel Application
3. Under Sitemap, go to Administration – BI Publisher Reports
4. Click on ‘Reports – Standard Templates’
5. Select any record and click on ‘Upload Files’
