Symptoms
Performing a Siebel upgrade from version 8.1.1.10 to version 22.10 when running Incremental Repository Merge (IRM) utility in "Pack Deployment Wizard - Create Repositories and Merge" screenshot the following error occurs:

The issue can be reproduced at will with the following steps:
1. Start Siebel upgrade from version 8.1.1.10 to 22.10.
2. Use the same hardware space resources from Siebel version 8.1.1.10.
3. Run IRM utility.
