Siebel 21.12 : Organization based LOVs are not Working for Static Picklist with more than one Pickmap

Symptoms
Not able to select the value from Static Picklist dropdown in case of Organization based LOV's with more than one Pickmap
The issue can be reproduced at will with the following steps:
- Login to Siebel Tools
- Create New Development Workspace
- Query for the Picklist = PickList Action Type
- Change the "Type Value" property for the Picklist to TODO_TEST
- Query for Action Business Component
- Query for Field Type
- Add following new Pick map
- Field = Description
- Picklist Field = Description
- Login to Siebel Application
- Navigate to Sitemap--Administration-Data-- List of Values.
- Create Records with following details
- Record1:
- Type = LOV_TYPE
- Language Independent Code = TODO_TEST
- Display Value = TODO_TEST
- Language Name = English-American
- Organization = Default Organization
- Record1:
- Navigate to Administration - Data--List of Values Explorer--Query for Type = TODO_TEST
- In the Left side Side Tree applet , Click on Values and Create records with details
- Record 1 :-
- Language Independent Code = Appointment
- Display Value = Appointment
- Language Name = English-American
- Organization = Default Organization
- Description = Test SR
- Record 2 :-
- Language Independent Code = Test Value1
- Display Value = Test Value1
- Language Name = English-American
- Organization = Default Organization
- Description = Test SR
- Record 1 :-
- Open the New Development Workspace created in 2nd Step and do Inspect
- Navigate to Activities Screen -- Activities List
- Create New Record/Try to Change the Type on the Existing Record. It will not allow you to pick the value from Picklist
Note: Scenario is working fine removing the Description Pick map or removing the Organization on LOV Type and its Values.
