Lost The Custom Changes Made On Out Of Box(OOB) Objects After Repository Upgrade

Symptoms
Customization in Out Of Box Objects are not present after Repository Upgrade
The issue can be reproduced at will with the following steps:
1. Create Dev Workspace under MAIN:0
2. Query for the View : FINS Home Page View
3. Navigate to View Web template Item
4. Inactivate 2 or 3 View Web template Items
5. Deliver the changes to MAIN, Now Customized Out Of Box View "FINS Home Page View" is available in MAIN:1
6. Create Integration Workspace from MAIN:1
Note that the Customized Out Of Box View "FINS Home Page View" is available in Int Workspace
7. Export the View : "FINS Home Page View" SIF from 22.11
8. Create Dev Workspace Under Int Workspace
9. Import the SIF Using Merge Option
Note:- Repository Upgrade Internally doing the same Operation
10. Now in Dev Workspace There is only Out Of Box Object definition present for View : "FINS Home Page View"
11. Deliver the Dev Workspace to Int Workspace
In Int Workspace :1 There is only Out Of Box Object definition present for View : "FINS Home Page View"
Note:- Repository Upgrade Internally doing the same Operation
12. Create Dev Workspace under MAIN , Update the Comments of the View : "FINS Home Page View" and Deliver the Dev Workspace.
After this step , the Customized Out Of Box View "FINS Home Page View" with updated comments is available in MAIN:2 Workspace
13. Try to deliver the Int Workspace :1 to MAIN
14. It will ask for rebase
15. Perform rebase and Merge reports will not show the information related to Out Of Box Custom changes(Inactive Applets)
Finish the Merge Process
16. After the Merge Process Updated View comments present int:2 but View Web Template Items are still Active
17. Deliver the Int :2 Workspace to MAIN
After this step , MAIN :3 will not have the Custom View Web template Items which are Inactive. It is showing all the Out Of Box View Web template Items.
Changes
Repository Upgrade which has changes in the OOB Modified Object.
