Symptoms

When attempting to upload RTF templates and XLIFF files on the Siebel Administration - BI Publisher reports / Reports Standard Templates page, the upload fails and the following error occurs.

The issue can be reproduced at will with the following steps:

1. Navigate to Site Map >> Administration - BI Publisher Reports >> Reports - Standard Templates.

2. Select any report, for instance, Account List and click on Upload Files.

3. Check to see if the report upload works fine.
