Siebel Inbound service is failing randomly 20% to 30% with below error after IRR in OM log file

Picklist validation of field 'SR Number' in integration component 'INS SR Note' did not find any matches satisfying the query '[SR Number] = "1-454442121521"', and an attempt to create a new record through the picklist failed.(SBL-EAI-04186)
Steps to reproduce the issue

1.From SOAPUI/POSTMAN try to trigger respective inbound webservice
2.Perform IRR (Incremental Repository Migration) and it fails with the above error
