Symptoms
While performing an incremental migration the next error will pop up:

The issue can be reproduced at will with the following steps:
1. Login to Siebel Migration Application;
2. Create migration plan for IRR
3. Run the migration plan.
4. Error: Target environment is up to date. Ensure that you have delivered your changes in the Development environment before executing the Incremental Runtime Repository service.

Perform Full Migration.
