What options would be to perform some proactive monitoring of the Web Services executions (both Inbound and Outbound) for Siebel (or REST requests)? - regarding these points:

1. Execution time for each Web Service call;
2. Number of calls for each Web Service;
3. Errors in the Web Service calls;
4. Identify trends in errors and take action proactively rather then depend on Business team or end-users to report issues on the integration channels.
