UseFormattedValues in Non ENU Languages Truncates Numbers When Precision and Scale are Set (Doc ID 2924585.1)

Symptoms

When attempting to call the EAI Siebel adapter's Query method in DEU for number type fields that have decimals, the IO no longer shows the decimals of the value.
The IO should still show the decimals as it does in ENU.

The issue can be reproduced at will with the following steps:
1. Create an IO based on Account.
2. Set Precision = 10 and Scale = 3 for Field Revenue Growth
3. Set Integration Object User Property UseFormattedValues=Y 
4. In Call Center ENU, create an account and set Revenue Growth = 7.55
5. In Business service simulator, simulate EAI Siebel Adapter, method Query to query for the account created in step #4.
6. Save the output to file and inspect the file. Notice Revenue Growth = 7.55 . That is, with a dot as decimal separator and 2 decimal numbers after the separator.
7. Repeat steps #5 and #6 in Call Center DEU. Notice Revenue Growth = 7. That is, it is truncated. There is no decimal part. The truncation happens only in non-ENU languages.
The expected result was 7,55. That is, with a comma as the decimal separator and 2 decimal numbers after the separator.
