Expired Treatments Are Getting Loaded When Different Organization Is Set For The Treatment (Doc ID 2924792.1)

Symptoms

In 19.8 version, when a campaign is loaded, the expired treatments are also loaded if a new organization was selected for the treatment . 

Expected behavior is that an expired treatment should not be loaded and System tasks should display a message:  'Cannot load contacts for expired treatment '

Issue was reproduced in standard application with steps:

1. Navigate to Offers screen and create new offer.
2. Add a new treatment of type Phone.
3. Navigate to List management screen, create a new list and add Siebel administrator contact to the list.
4. Navigate to Campaign management, create a new campaign.
5. Select Design-> Offers subview and associate the offer and the treatment. For the treatment set Expiration date in the past.
6. Select Design-> Segments/Lists subview and associate the list create in step 3.
7. Select Design -> Allocation subview and add 100% for the phone treatment. Press Update count.
8. Load the campaign
9. Navigate to Execute -> System tasks and check there is a message in the task list:    'Cannot load contacts for expired treatment ... '
10. Navigate to Administration Group -> Organization and create new organization
11. Change the organization for treatment with the new organization. (initially it was 'Default Organization').
12. Load the campaign again.
13. Navigate to Execute -> System tasks and note that there is no message: 'Cannot load contacts for expired treatment ... '
14. Navigate to 'All Contacts /Prospects Across Organizations' and check that the contact was loaded even if the treatment was expired.
