Navigation Arrows Don't Work If Additional Applet is Added on Dispatch Board View

Symptoms
In order to improve dispatch board performance, ER# 29682395: PERFORMANCE-DISPATCH BOARD QUERY GENERATED FOR EACH EMPLOYEE IN THE REGION introduces a new user property in the applet "FS Dispatch Board Gantt Applet": "EnableWorkSetSizeEmpPerPage"
When the user property is set to TRUE, the dispatch board gantt applet displays batches of 10 employees and user can navigate through employee pages using navigation arrows.
It was reported that in 22.1 version navigation arrows had no effect.
Issue was reproduced in 22.9 version after adding an additional applet on the 'FS AxGanttChart View':
1. In webtools application create a developer workspace and add user property "EnableWorkSetSizeEmpPerPage" (set to TRUE) for applet "FS Dispatch Board Gantt Applet"
2. Relogin to siebel application and open & inspect the developer workspace.
3. Navigate to Dispatch board screen. Load a service region.
4. Push the navigation arrows and confirm they are working fine.
5. Login to webtools open the developer workspace and customize 'FS AxGanttChart View' by adding new list applet ( e.g 'Employee List Applet') in the bottom position.
6. Relogin to siebel application and open & inspect the developer workspace.
7. Navigate to Dispatch board screen. Check that pushing on navigation arrows has no effect.
Changes
The issue is only reproducible if additional applet is added on the 'FS AxGanttChart View'.
