Symptoms

After successful Siebel 23.1 binaries installation in existing 22.4 TEST environment, Postinstalldbsetup step failed

Error in the $SIEBSRVR_ROOT\siebsrvr\log\PostInstallDBSetup_timestamp.log
Mon Feb 13,2023 [14:13:48] : 'PostInstallDBSetup' database final configuration is not required on this instance as it has already been executed in a prior install.
Mon Feb 13,2023 [14:13:48] : Exiting the program with return code : 8


The issue can be reproduced at will with the following steps:
1. Install Siebel binaries 23.1 on top of 22.4 and choose "skip" option for Post Installation Database Update step in install wizard.
2. Run PostInstallDBSetup manually with GENERATE_SCHEMA=N in setup.ini file
4. PostinstallDBsetup is not run as the log shows "It is already been executed in prior install"

Changes

 Applied Siebel monthly patch update 23.1 on top of existing Siebel 22.4 TEST environment
