Assignment Manager Component Job Submitted For Object 'PUB HLS Incident' Failed With Error 'Rule failed because no candidate passed' And Always Getting Assigned to Default User i.e <Admin User> (Doc ID 2930616.1)

Assignment component job submitted for the incident record which is based on Object : PUB HLS Incident is getting assigned to the <Admin User> with the below error messages in the logs even though all the criterias are passed.

 Steps to Reproduce:

1. Configure an Assignment Rule using Assignment Object : PUB HLS Incident from Administration - Assignment > Assignment Rule List

2. Add Assignment Criteria

3. Add Employee and Position Candidates

4. Navigate to Sitemap -->Administration- Server Management --> Jobs ->Click on Jobs and drilldown to -->Batch Job Submission View

5. In the top applet i.e Batch Job List Applet provide the below details:

Component/job : Assignment Manager

6. In the bottom applet i.e Batch Job Parameter List Applet provide the below details

Assignment Mode - MatchAssign

Assignment Object Name - PUB HLS Incident

Object Row Id - 1-XXXX

7. Click on the 'Submit Job button' in the Batch Job List Applet
