Symptoms
When attempting to execute encryptupg utility to increase the encryption strength manually, the utility fails to execute and the following errors are seen when running the utility manually from command prompt:
encryptupg /f RC2 /t AES /j /xxx/xxx/xxx/xxx/xxx/encryptupg.inp /l ENU /u username /p xxxx /c /xx/xx/xx/siebsrvr/bin/enu/siebel.cfg
....
An Oracle database error has occurred.
Please continue or ask your systems administrator to check your application configuration if the problem persists.(SBL-DBC-00107)ORA-12154: TNS:could not resolve the connect identifier specified
Cleaning up... this may take a while.
In the generatred encryptupg.log under $SIEBEL_ROOT/siebsrvr/log directory, below errors were seen

ObjMgrLog Error 1 0000000263d301d1:0 2023-01-27 09:46:22 (oracon.cpp (5028)) SBL-DBC-00107: An Oracle database error has occurred. Please continue or ask your systems administrator to check your application configuration if the problem persists.
Steps To Replicate:
1. Verify that the input file encrypt_colums.inp under $SIEBEL_ROOT/siebsrvr/bin directory includes all the columns for upgrade
2. Run encryptupg.exe by navigating to $SIEBEL_ROOT/siebsrvr/bin and entering the following command:
encryptupg.exe /f FromEncrytionStrength /t ToEncryptionStrength /j InputFileName /l Language /u UserName /p Password /c ConfigurationFile /L LogFile
3. Check to see if the encryption upgrade is executed successfully for the columns in the input file
Changes
Upgrade from lower version (RC2) to higher version (AES) when upgrade does not execute the encryption and a manual execution is needed to encrypt to AES.
